European Fund for economic, social and territorial cohesion, agriculture and rural, fisheries and maritime, prosperity and security 2028–2034

This procedure concerns a combined European fund for cohesion, agriculture and rural, fisheries and maritime, prosperity and security for 2028 to 2034. Invoking Article 174 TFEU, amendments address National and Regional Partnership Plans, cross-checks with other Union instruments including Catalyst Europe loans, and a Democracy and Rule of Law horizontal condition tied to the Rule of Law Report and European Semester. They cover a 50% climate and environment spending target, 15% for less developed regions, outermost regions under Article 349 TFEU, the CAP and agricultural model, defence industrial base and dual-use TEN-T infrastructure, migration management, and transparency lessons drawn from the European Court of Auditors on the Recovery and Resilience Facility.
