Summary

These amendments concern the proposed Instrument for Nuclear Safety Cooperation and Decommissioning covering 2028 to 2034, which merges nuclear safety activities into one programme and repeals earlier Euratom Regulations. MEPs call for increasing the programme envelope above the proposed EUR 966,000,000 and insist on transparency of funds so the budgetary authority keeps control over allocations between the instrument's external and internal components. They stress mitigating delays and cost overruns through upfront estimates and feasibility studies. The external component supports international cooperation and work with the IAEA, while the internal component funds decommissioning of the Commission's Joint Research Centre installations and management of spent fuel and radioactive waste. Amendments limit support for technologies such as small modular reactors to safety aspects and allow resources for Ukraine via the Global Europe instrument.
