Trans-European energy infrastructure: guidelines
This procedure concerns the guidelines for trans-European energy infrastructure. Amendments strengthen coordination between civilian and strategic energy infrastructure, clarify derogations under environmental legislation such as Directive 92/43/EEC and Directive 2000/60/EC, and define categories including infrastructure for the integration of clean molecules, dedicated hydrogen assets and e-methane production projects. They raise the cross-border net transfer capacity threshold for electricity transmission projects to at least 200 MW, make sensitivity analyses required for the central scenario, and address the roles of the Commission, ACER, national regulatory authorities and the ENTSOs in scenario-building and cost-benefit analysis. They introduce priority corridors for the protection and resilience of critical energy systems, a Union-level guarantee mechanism for cross-border hydrogen projects, and eligibility for Union financial assistance under Regulation (EU) 2021/1153.
