Budget expenditure tracking and performance framework

This procedure concerns the budget expenditure tracking and performance framework, handled as ordinary legislation. The amendments address climate tracking and greenhouse-gas methodologies, the 'do no significant harm' principle and its guidance, gender equality scoring and gender balance, fundamental rights and rule-of-law conditionality, territorial impact assessment under Article 174 TFEU, proportionality and reduced administrative burden for SMEs, a competitiveness mainstreaming check, personal-data processing safeguards, evaluations under shared management, and output and result indicators.
