Interim report on the proposal for the multiannual financial framework for 2028-2034

2025/0571R(APP)·10th term·AFET / EMPL / ENVI / JURI / REGI·APP
Summary

This interim report concerns the proposal for the multiannual financial framework for 2028-2034, handled under the consent procedure in which Parliament can only approve or reject a text as a whole without amending it. It was handled by committees including Foreign Affairs, Employment and Social Affairs, Environment, Public Health and Food Safety, Legal Affairs, and Regional Development. The tabled amendments concern the budgetary nomenclature and breakdown per programme, notably the LIFE Programme for environment and climate action, its proposed discontinuation and integration into the European Competitiveness Fund and National and Regional Partnership Plans, and the environmental investment gap. They reference the Kunming-Montreal Global Biodiversity Framework, the Paris Agreement, the European Green Deal, the 8th Environment Action Programme scoreboard, and Emissions Trading System revenues.

90 roll-call votes

In plenary, Parliament usually votes in steps: first on amendments to the text (sometimes split into parts, so Members can accept one half of a sentence and reject the other), then on the text as a whole. The “main vote” is the one that adopts or rejects the text itself. Each vote below shows exactly which step it was. How voting works →
