Summary

Own-initiative report on the institutional consequences of the EU enlargement negotiations. The amendments concern candidate countries and the accession process, the Copenhagen criteria, the impact of Russia's war of aggression against Ukraine, the adequacy of the EU's decision-making for a Union of 27 Member States, internal institutional reforms in parallel with enlargement, enhanced cooperation and PESCO, passerelle clauses and the shift from unanimity to qualified-majority voting, and targeted Treaty changes.
