Summary

This own-initiative report on an EU health workforce crisis plan sets out Parliament's own non-binding position on the sustainability of healthcare systems and on employment and working conditions in the sector, rather than enacting law. It was handled by the Employment and Social Affairs and Public Health committees. The tabled amendments call for a comprehensive long-term European health workforce strategy, safe staffing levels and nurse-to-patient ratios, measures to prevent burnout, better data collection, and an exemption of healthcare spending from EU fiscal rules, while several reference the European Working Time Directive, junior doctors' working hours, and funding under the 2028 to 2034 Multiannual Financial Framework.
