EU enlargement strategy

2025/2110(INI)·10th term·AFET·INI
Summary

This own-initiative report sets out an EU enlargement strategy. Amendments treat enlargement as a merit-based process under the Copenhagen criteria and Article 49 of the Treaty on European Union, discuss candidate countries including Ukraine, Moldova, Serbia, Georgia, Turkiye, Armenia and the Western Balkans, Russian and Chinese interference, hybrid threats and disinformation, the unanimity requirement in the Council, and democratic backsliding and rule-of-law reforms.

4 roll-call votes

In plenary, Parliament usually votes in steps: first on amendments to the text (sometimes split into parts, so Members can accept one half of a sentence and reject the other), then on the text as a whole. The “main vote” is the one that adopts or rejects the text itself. Each vote below shows exactly which step it was. How voting works →
