Implementation of the Council Recommendation of 30 October 2020 on A Bridge to Jobs – Reinforcing the Youth Guarantee and replacing the Council Recommendation of 22 April 2013 on establishing a Youth Guarantee

This own-initiative report reviews implementation of the Reinforced Youth Guarantee under the 2020 Council Recommendation. Amendments target NEETs and disadvantaged young people, including those in rural, remote and outermost regions, Roma communities, migrants and care leavers, and call for banning unpaid internships, fair remuneration and quality standards. They reference the European Social Fund Plus, ALMA, the European Child Guarantee, Erasmus+ and the European Pillar of Social Rights Action Plan, and cite the International Labour Organization, the European Court of Auditors, CEDEFOP validation guidelines and the FRA. They also stress monitoring within the European Semester, VET, and cautious use of AI-based profiling with human oversight.
