2025 Commission report on Montenegro

Summary

This own-initiative report responds to the 2025 Commission report on Montenegro, an EU candidate country. The amendments stress the accession process and rule of law, urging progress on high-level corruption, the judiciary, minority rights, media freedom and civil society. They raise concern over Russian influence, instrumentalisation of religious institutions and narratives from Serbia, and welcome alignment with the Common Foreign and Security Policy and the EU Growth Plan.
