Through this objection to a Commission delegated act, Parliament, in a motion for a resolution tabled by the PfE Group under Rule 114(3), objects to the Commission delegated regulation amending Delegated Regulation (EU) 2016/1675, which would add Algeria, Angola, Cote d'Ivoire, Kenya, Laos, Lebanon, Monaco, Namibia, Nepal and Venezuela to the list of high-risk third countries and remove Barbados, Gibraltar, Jamaica, Panama, the Philippines, Senegal, Uganda and the United Arab Emirates from it. The text accepts that the regulation positively addresses the risks in the added countries but argues it does not properly take into account the threats to the international financial system in the case of Gibraltar, nor Gibraltar's compliance with anti-money-laundering standards, nor the Spanish negotiating position on decolonisation. It calls on the Commission to submit a new delegated act as soon as possible that does not delete Gibraltar from the list, and notifies the Commission that the delegated regulation cannot enter into force. This motion for a resolution was rejected on 2025-07-09.
