Case of Ryan Cornelius in Dubai

Summary

In this non-legislative resolution, Parliament addresses the case of Ryan Cornelius, a 71-year-old British national married to an EU citizen, who has been detained in the United Arab Emirates since 2008 following a conviction on fraud charges related to a loan from Dubai Islamic Bank. It notes that his ten-year sentence was extended by an additional 20 years just before his scheduled 2018 release under Dubai Law 37 of 2009 applied retroactively, and that the UN Working Group on Arbitrary Detention has declared his imprisonment a violation of international law. Parliament condemns his arbitrary and prolonged detention, calls for his immediate and unconditional release, demands an enforceable right to compensation, and urges the Dubai authorities to provide adequate medical treatment and an independent investigation. It calls on the United Kingdom to take all necessary action to secure his release and urges the VP/HR, the EU Special Representative for Human Rights, the Member States and the EU Delegation to raise his case in bilateral engagements with the UAE.
