Summary

In this objection to a Commission delegated act under Rule 114(3), tabled on behalf of the ECR Group, Parliament objects to the Commission delegated regulation of 8 July 2025 that specifies a methodology for assessing greenhouse gas emissions savings from low-carbon fuels under Directive (EU) 2024/1788, and instructs its President to notify the Commission that the regulation cannot enter into force. The text argues that the delegated act would make low-carbon hydrogen production in the Union nearly impossible by imposing restrictive emission calculation rules and disproportionate administrative burdens, including monthly reporting, and states that it is discriminatory toward Member States relying on nuclear power or lacking extensive renewable resources. It cites the European Court of Auditors Special Report 11/2024, which found the Union's renewable hydrogen targets unlikely to be met by 2030. It calls on the Commission to submit a new delegated regulation by mid-2026 taking account of its recommendations, including streamlining the carbon footprint methodology. Parliament rejected this objection on 2025-10-23.
