Investment guidelines for the InvestEU Fund
Delegated act — scrutiny of a measure adopted by the Commission.
In this objection to a Commission delegated act under Rule 114(3), tabled on behalf of The Left Group, Parliament objects to the Commission delegated regulation of 28 August 2025 amending Delegated Regulation (EU) 2021/1078 as regards strategic defence investments in the InvestEU Fund investment guidelines, and instructs its President to notify the Commission that the regulation cannot enter into force. The text states that the delegated act expands the definition of eligible strategic investments to include a broader range of defence technologies and extends eligibility to entities in associated countries and to entities controlled by non-associated countries under certain conditions, which it says could enable non-EU-controlled companies to access InvestEU support. It considers that the act exceeds the Commission's implementing powers and stresses that extending EU budget guarantees for defence projects to non-EU-controlled entities requires full legislative scrutiny. It calls on the Commission to refrain from using delegated acts to modify the InvestEU programme's objectives or scope and to instead submit a legislative proposal under the ordinary legislative procedure. Parliament rejected this objection on 2025-10-23.
