Summary

In this non-legislative resolution, Parliament addresses the humanitarian and security situation in Haiti, in particular the rising power of criminal gangs and the massacre in Cabaret. It strongly condemns the Cabaret massacre, in which it states the gang coalition Viv Ansanm killed over 40 people on 11 September 2025, and the wider escalation of gang violence, noting that gang violence has killed more than 16,000 people since 2022 and displaced over 1.3 million. Parliament calls for justice reform to end impunity, urges the EU and its member states to increase humanitarian aid with strict monitoring and to support the capacity of Haitian security forces and the new Gang Suppression Force with human rights safeguards, and calls for continued targeted sanctions against gang leaders and sponsors and a halt to illicit arms flows. It also condemns systematic sexual violence against women and girls, demands the abolition of the Restavèk system, and instructs its President to forward the resolution to the Council, the Commission, the VP/HR, the member states, the UN Secretary-General and the Haitian authorities.
