Commission Delegated Regulation amending Delegated Regulation (EU) 2023/2429 as regards origin labelling for fruit and vegetables originating in the non-self-governing territory of Western Sahara
Delegated act — scrutiny of a measure adopted by the Commission.
Through this objection to a Commission delegated act under Rule 114, a motion for a resolution tabled by members of the PfE Group objects to a Commission delegated regulation of 16 October 2025 amending Delegated Regulation (EU) 2023/2429 on origin labelling for fruit and vegetables originating in the non-self-governing territory of Western Sahara. The text recalls Court of Justice judgments holding that Western Sahara is a separate territory and customs territory and that labelling must indicate Western Sahara alone as the country of origin, and states that the new arrangement instead indicates the region of harvest, leaving the territory blank. It objects to the delegated regulation, considers that it exceeds the implementing powers conferred by Regulation (EC) No 1308/2013 and is inconsistent with Union law and with the aim of empowering consumers to make informed choices through country-of-origin indication. Parliament rejected the objection on 2025-11-26, so the objection did not carry.
