Opinion from the Court of Justice on the compatibility with the Treaties of the proposed Agreement on Digital Trade between the European Union and the Republic of Singapore

2025/2967(RSP)·RSP·Official procedure file ↗

Resolution on a topical subject.

Summary

Through this motion for a resolution, tabled under Rule 117(6) of the Rules of Procedure, Parliament sought an opinion from the Court of Justice on whether the proposed Agreement on Digital Trade between the European Union and Singapore is compatible with the Treaties. The text notes that the agreement was signed on 7 May 2025 following a Council decision of 14 April 2025 and would require Parliament's consent, that it is the first self-standing agreement focusing solely on digital trade and might serve as a template for future agreements, and that no impact assessment had been conducted on its effect on the EU legal order. It expresses concern that certain provisions risk weakening fundamental rights to privacy and personal data protection and may constrain the EU's ability to enforce its digital legislation. Parliament rejected this motion on 2025-11-13.
