Union framework for the national calculation of life-cycle global warming potential
Delegated act — scrutiny of a measure adopted by the Commission.
Through this objection to a Commission delegated act under Rule 114, a motion for a resolution tabled by members of the PfE Group objects to a Commission delegated regulation amending Annex III to Directive (EU) 2024/1275 on the energy performance of buildings, as regards the Union framework for the national calculation of life-cycle global warming potential. The text argues that the delegated act establishes a prescriptive and technically binding methodology that exceeds the non-essential elements the Commission may address under Article 290 TFEU, imposes economic and administrative burdens on the construction sector and SMEs, and risks worsening housing affordability. It objects to the delegated regulation on the grounds that it exceeds the delegated powers, lacks a sufficient democratic basis, undermines subsidiarity and proportionality and threatens competitiveness and access to affordable housing, instructs its President to notify the Commission that the act cannot enter into force, and calls for a revision of Directive (EU) 2024/1275. Parliament rejected the objection on 2026-03-26, so the objection did not carry.
