General budget of the European Union for the financial year 2027 - all sections
This budget procedure (BUD) concerns the general budget of the European Union for 2027; the amendments here address external action funding under Heading 6 (Foreign Affairs Committee). The amendments diverge sharply on the remaining NDICI cushion of EUR 159 million: many call it insufficient given the unstable geopolitical context, while others call it excessive or urge reallocations without increasing the overall budget. Themes include humanitarian aid, flexibility for unforeseen crises, third-country cooperation on migration and returns, the Global Gateway strategy, human rights and democracy funding after the discontinuation of USAID funds, enlargement assistance, and resilience against hybrid threats and disinformation. Several competing amendments respond to democratic backsliding in Serbia, proposing to place 50 or 90 percent of its Reform and Growth Facility allocations in reserve, or to suspend or cancel them, while protecting civil society and independent media funding.
