This procedure amends Decision (EU) 2021/1764 on the association of the Overseas Countries and Territories (OCTs) with the Union in the context of the new Multiannual Financial Framework. The amendments strengthen policy dialogue (the annual OCTs-EU Forum and trilateral consultations), link the Programme to the Global Gateway strategy, the European Competitiveness Fund and the sustainable development goals, and address blended finance and technical assistance for OCTs with limited institutional capacity. They cover the green and blue economy, ocean governance, raw materials and rare earths with Free, Prior and Informed Consent of indigenous peoples, digital and submarine-cable connectivity, EU citizenship and participation of OCT citizens, and the strategic importance of territories such as Saint Pierre and Miquelon, Greenland and the Indo-Pacific OCTs, alongside migration and border-security provisions.
