This own-initiative report addresses hybrid warfare and the protection of the EU's territorial integrity and critical security and defence infrastructure. The amendments identify hostile state actors, in particular Russia and Belarus, describing foreign information manipulation and interference (FIMI), weaponisation of migration, cyberattacks, and threats to submarine cables. They call for a common definition and cross-domain action plan, stronger intelligence-sharing, cooperation with NATO, and responses to the shadow fleet and drones.
