Summary

Through this objection under Rule 115(2) and (3), adopted on 11 February 2026, Parliament opposes the draft Commission implementing decision renewing the authorisation for placing on the market products containing, consisting of or produced from genetically modified cotton GHB614 x LLCotton25 under Regulation (EC) No 1829/2003. It records that BASF SE applied in March 2024, that EFSA gave a favourable opinion, and that neither the Standing Committee nor the Appeal Committee delivered an opinion, while objecting that EFSA did not conduct long-term toxicological studies or assess cumulative effects and broader environmental and socio-economic impacts. The text notes that the GM cotton confers tolerance to glufosinate and glyphosate, that glufosinate meets the toxic-to-reproduction 1B cut-off criteria and its Union approval expired in 2018, and that serious questions about glyphosate's carcinogenicity remain, citing the IARC classification of glyphosate as a probable human carcinogen. Invoking the precautionary principle and the 'herbicide treadmill' argument, Parliament objects to the renewal as inconsistent with pesticide-reduction commitments.
