Objection pursuant to Rule 115(2) and (3): Genetically modified soybean DBN-09004-6
Resolution on a topical subject.
Through this objection under Rule 115(2) and (3), adopted on 11 February 2026, Parliament opposes the draft Commission implementing decision authorising the placing on the market of products containing, consisting of or produced from genetically modified soybean DBN-09004-6 under Regulation (EC) No 1829/2003. It notes that the application was submitted by Perseus BV on behalf of Beijing DaBeiNong Biotechnology Co., Ltd., that EFSA concluded the GM soybean is as safe as its conventional counterpart, but that neither the Standing Committee nor the Appeal Committee delivered an opinion, and it objects that EFSA did not conduct long-term toxicological studies or assess cumulative and combinatorial effects or broader environmental and socio-economic impacts. The text states that the soybean confers tolerance to glufosinate and glyphosate, that glufosinate meets the toxic-to-reproduction 1B cut-off criteria with its Union approval expired since 2018, and that questions remain about glyphosate's carcinogenicity, citing the IARC classification of glyphosate as a probable human carcinogen. Invoking the precautionary principle and the 'herbicide treadmill', Parliament objects that authorisation would be inconsistent with international commitments on pesticide reduction.
