Objection pursuant to Rule 115(2) and (3): Genetically modified maize T25 (ACS-ZMØØ3-2)

2026/2535(RSP)·RSP·Official procedure file ↗

Resolution on a topical subject.

Summary

Through this objection under Rule 115(2) and (3), adopted on 11 February 2026, Parliament opposes the draft Commission implementing decision renewing the authorisation for placing on the market products containing, consisting of or produced from genetically modified maize T25 (ACS-ZM003-2) under Regulation (EC) No 1829/2003. It records that BASF SE applied in March 2024, that EFSA issued a favourable opinion, and that neither the Standing Committee nor the Appeal Committee delivered an opinion, while objecting that EFSA did not carry out long-term toxicological studies or assess cumulative and combinatorial effects and broader environmental and socio-economic impacts. The text notes that the GM maize confers tolerance to glufosinate, a herbicide classified as toxic to reproduction 1B whose Union approval expired in 2018, and reiterates the 'herbicide treadmill' argument that herbicide-tolerant crops increase complementary herbicide use with adverse effects on soil, water and biodiversity. Invoking the precautionary principle, Parliament objects that renewal would be inconsistent with international commitments on pesticide reduction and would allow imports not meeting Union farmers' standards.
