Summary

In this non-legislative resolution, adopted as an objection under Rule 115, Parliament opposes the draft Commission implementing decision that would authorise placing on the market products from genetically modified soybean MON 94637 under Regulation (EC) No 1829/2003. It considers that the draft exceeds the Commission's implementing powers and is inconsistent with Union law, and that the risk assessment remains incomplete, particularly regarding molecular characterisation, toxicological assessment and environmental risk assessment, noting concerns about the enhanced insecticidal activity of the chimeric Bt toxins Cry1A.2 and Cry1B.2 despite EFSA's favourable opinion. Parliament calls on the Commission to withdraw its draft implementing decision and not to authorise the GM soybean, citing insufficient evidence on long-term impacts on biodiversity, food safety, farmers' livelihoods and animal health under the One Health approach. It also calls on the Commission to submit without delay a legislative proposal to reform the GMO decision-making procedure, given the repeated absence of a qualified majority among Member States.
