This procedure gathers Committee on Petitions recommendations addressed to the Council, the Commission, the European External Action Service and the Spanish and Canary Islands authorities on several themes. On migration it prioritises preventing illegal arrivals and protecting the EU's external borders on the Canary Islands route, reinforcing Frontex deployment, reception conditions, returns and the Migration and Asylum Pact. On energy it urges Spain to suspend closure of the Almaraz nuclear power plant and other nuclear facilities, citing grid stability and the plant providing around 7 percent of Spain's electricity, references the National Energy and Climate Plan and the EU Taxonomy's treatment of nuclear energy, and debates renewables and energy sovereignty. On the environment it addresses wildlife management, ungulate overpopulation, regulated hunting, and balanced management of areas including the Cabañeros National Park to reconcile biodiversity protection with rural economic activity.
