Summary
Recommendation on the Partnership and Cooperation Agreement with Turkmenistan. Amendments recall the PCA initialled in 1997 and the Interim Trade Agreement, condition conclusion on democracy and human rights, and set demands including separation of powers, an end to enforced disappearances and persecution of journalists, freedom of movement, information and assembly, and consultation of the Venice Commission and OSCE/ODIHR.
