Summary
Proposed directive on sanctions against employers of illegally staying third-country nationals. Amendments set financial penalties and payment of outstanding remuneration, establish employer verification and notification obligations, presume an existing work relationship to shift the burden of proof, address subcontractors and temporary employment agencies, provide residence permits for exploited workers who cooperate in criminal proceedings, and allow reduced rules for private individuals employing domestic help while combating domestic slavery.
