Annual report on the implementation of the European Security Strategy and ESDP

This annual report concerns implementation of the European Security Strategy and the ESDP. The amendments address the Lisbon Treaty's innovations, the High Representative and the European External Action Service, permanent structured cooperation and multinational forces, a proposed White Paper assessing the ESS, civilian and military components of ESDP missions, EU-NATO partnership, responses to cyber attacks, and the distinction between civil, policing and military missions.
