Summary
The dossier is the follow-up of the 2002 Monterrey Conference on financing for development. Amendments revise recitals and points on the EU as the world's largest aid donor, official development assistance targets and shortfalls, separating development spending from foreign-policy interests, debt relief and illegitimate debt, the Heavily Indebted Poor Countries Initiative, capital flight, responsible lending, and innovative financing mechanisms including Tobin-type currency-transaction taxes.
