Summary
The dossier concerns reaping the digital dividend in Europe through a common approach to spectrum released by the digital switchover. The amendments address the switchover from analogue to digital terrestrial television, reallocating freed spectrum as a scarce natural resource for market growth and broadband, and raise technology and service neutrality, overcoming the digital divide in rural and remote areas, cultural and linguistic diversity, and access for disabled and elderly users.
