Summary
An own-initiative report on the institutional aspects of creating a European External Action Service (EEAS). Amendments address the EEAS's establishment within the Commission's administrative and budgetary remit under the Treaty of Lisbon, its role in the CFSP and CSDP, EU delegations in third countries, recruitment of staff from the Commission, Council and Member States, gender architecture, the Charter of Fundamental Rights, and consular functions.
