Summary

This dossier concerns financial markets rules on short selling and certain aspects of credit default swaps. Amendments define conditions for covered short sales such as having borrowed, agreed to borrow, or located the share or debt instrument, set rules for short selling at the bid or up-tick price, restrict uncovered credit default swaps on sovereign debt to holders of a long position, and propose prohibiting uncovered or naked short sales.
