Summary
An own-initiative report on the 2008 discharge concerning the performance, financial management and control of agencies. The amendments criticise the absence of a strategy for deciding agency seats and shortcomings in host agreements, raise the subsidiarity principle and agencies acting outside exclusive Union competence, and address similar remits, small agencies, management board size, performance assessment, high cash holdings, and staff recruitment shortcomings noted by the Court of Auditors.
