The amendments cite the Treaty on European Union, the European Security Strategy, the Treaty of Lisbon, the High Representative/Vice-President and the European External Action Service, address the EU's commitment to effective multilateralism, reform of the UN, the fragmented external representation of the EU and its Member States, and the IMF and World Bank.
