Summary
The own-initiative report concerns budgetary control of EU humanitarian aid managed by DG ECHO. The amendments address a more realistic humanitarian budget and reaction capacity to natural disasters, the selection of ECHO partners including UN agencies and the Red Cross, Framework Partnership Agreements and audit and control mechanisms, transparency of funds channelled through the UN, disaster risk reduction, and coordination including OCHA and experience from Haiti and Pakistan.
