Summary

Consent procedure on economic governance: a facility for financial assistance for Member States whose currency is not the euro. The amendments address the balance-of-payments facility and its level playing field with the euro area, the European Stability Mechanism, conditionality and links to structural funds, macroeconomic adjustment programmes, bank recapitalisation instruments, the roles of the ECB and IMF, and enhanced surveillance.
