This proposal amends the European Parliament's Rules of Procedure on voting and the contents of reports in the consent procedure. The amendments rework how the committee responsible frames its recommendation to approve or reject an act — whether it may include citations, recitals or a justification — the single vote without amendments and the required majority, and the option of an interim report or a motion for a resolution.
