Summary
This dossier is a recommendation to the Council on establishing common visa restrictions for Russian officials involved in the Sergei Magnitsky case. The amendments describe the posthumous prosecution of Sergei Magnitsky as a violation of law and a malfunction of the Russian criminal justice system, urge credible independent investigation and an end to impunity, note resolutions by EU national parliaments, and call for restrictive measures and judicial reform.
