2013 review of the organisation and the functioning of the EEAS. Recommendation to the High Representative of the Union for Foreign Affairs and Security Policy and Vice President of the Commission, to the Council and to the Commission

This own-initiative report is a recommendation on the 2013 review of the organisation and functioning of the European External Action Service. The amendments revise recitals on the EEAS as a new hybrid body, the triple/double-hatted role of the High Representative/Vice-President, the creation of political deputies, parliamentary control, geographical and gender representativity, the Common Foreign and Security Policy, EU battlegroups, a permanent operational headquarters and NATO.
