Summary
This own-initiative report concerns forward policy planning and long-term trends and their budgetary implications for capacity-building. The amendments call for integrating a gender perspective, democratic and citizen participation, and the ESPAS process including an online repository and a foresight report, and stress modern administrative and management capacities, multi-level governance, e-governance, the role of the European Social Fund, Cohesion Fund and European Regional Development Fund, and the multiannual financial framework.
