Summary

The dossier sets minimum provisions on criminal acts and penalties in illicit drug trafficking, including the definition of 'drug'. Amendments address new psychoactive substances subject to permanent market restriction and their coverage by criminal law and Framework Decision 2004/757/JHA, protection of public health and harm reduction, evidence-based information and early warnings, exclusion of conduct for personal use, removal of substances no longer restricted, and delegated acts to amend the Annex.
