Summary

An own-initiative report on EU regulatory fitness, subsidiarity and proportionality, covering the 19th report on Better lawmaking for 2011. The amendments address the REFIT and smart-regulation agenda, the role of national parliaments in ex ante and ex post assessments under Protocol No 2, exemptions or lighter regimes for SMEs and micro-enterprises, and insist that reducing regulatory burden must not undermine occupational health and safety or workers' information and consultation rights.
