Summary
Recommendation to the Council on the draft EU guidelines on the promotion and protection of freedom of religion or belief. Amendments adjust citations to the International Covenant on Civil and Political Rights and to the EU Special Representative for Human Rights, and revise recitals affirming freedom of religion or belief as a universal human right covering theistic, non-theistic and atheistic beliefs and states' duty to protect citizens.
