Summary

This dossier concerns the WHO Framework Convention on Tobacco Control Protocol to Eliminate Illicit Trade in Tobacco Products. The amendments address the multiannual agreements under which tobacco manufacturers pay the EU and Member States to combat smuggling and counterfeiting, the tracking-and-tracing obligations of the Tobacco Products Directive, ratification of the Protocol, new smuggling routes and organised crime, sanctions including withdrawing banking licences for money laundering, and the lack of transparency.
