Summary
This own-initiative report concerns the EU in a changing global environment. Amendments invoke Treaty articles on EU external action and Common Security and Defence Policy, the European Defence Agency, the 2030 Agenda and Paris Agreement, and the EEAS; recitals describe complex internal and external threats from state and non-state actors and call for a holistic European approach to the refugee crisis and migration including a European border and coast guard.
