Summary
An own-initiative report evaluating European Structural and Investment (ESI) Funds under Article 16(3) of the Common Provisions Regulation. The amendments address delays in adopting operational programmes and designating managing, paying and certifying authorities, payment appropriations under the MFF, Article 23 of the Common Provision Regulation, country-specific recommendations, the role of financial instruments versus grants, simplification, and synergies with the EFSI.
