Restriction of the use of certain hazardous substances in electrical and electronic equipment: scope of the Directive

Proposal amending the directive restricting the use of certain hazardous substances in electrical and electronic equipment as regards its scope. The amendments revise recitals on facilitating secondary-market operations such as repair, replacement of spare parts, refurbishment, reuse and retrofitting to promote a circular economy, protecting human health and the environment, addressing planned and functional obsolescence, and concerns over growing and illegal exports of electronic and metal waste to third countries.
