Charging of heavy goods vehicles for the use of certain infrastructures
This proposal concerns charging of heavy goods vehicles for the use of certain infrastructures. Amendments rework recitals on replacing time-based user charges with distance-based charges, on external-cost charges reflecting air pollution and noise under Directive 1999/62/EC, and on a congestion charge applied to vehicle categories. Others address the 'polluter pays' and 'user pays' principles, zero-emission vehicles, and reduced charges for users in rural or isolated areas.
