Amendments cite the 1954 Hague Convention, the 1970 UNESCO Convention and the 1995 UNIDROIT Convention, address looting and illicit trafficking linked to terrorist financing, the Washington Conference Principles on Nazi-confiscated art, gaps in private international law and EU legislation, and provenance research with UNESCO, ICOM and Interpol.
